Milwaukee, WI - On Monday, the Milwaukee Fire and Police Commission (MFPC) ruled that former Police Officer Christopher Manney had violated both the patting down and use of force protocol in the shooting death of Dontre Hamilton, 31, on April 30, 2014 at Arrow Park in downtown Milwaukee. After a five day appeal process, the MFPC sustained Milwaukee Police Chief Edward Flynn's decision to fire Manney as a result of violating and failing to follow a pat down protocol ending with the use of deadly force that ended Hamilton's life.
The second phase of Manney’s appeal determined that his termination was justified.
Hamilton, who suffered from a mental disability was sleeping at Arrow Park and was awaken by Manney who patted down Hamilton and an altercation between the two ignited. Manney shot and killed Hamilton after he took Manney's wooden baton and struck Manney, in return Manney fired up to 14 rounds at Dontre.
Alderman Bob Donovan from the 8th Aldermanic District and who is a candidate for Milwaukee Mayor stated, "I stand by my earlier statements regarding Officer Manney's firing: it was ill-conceived, unwarranted and politically motivated, with Mr. Manney becoming a scapegoat in Milwaukee's racially-charged political environment...The Chief continues to play politics and be the Mayor's puppet from behind his office desk while handcuffing our officers on the streets from doing their jobs safely and effectively...The result of all of this is that our officers will now be more hesitant to investigate calls, there will be more calls for backup by officers for fear of being "Manney'd" should they make the wrong call in the Chief's eyes. This will lead to an increase in crime, at a time when Milwaukee is experiencing a skyrocketing murder rate...Officer Manney continues to have mine (support)."
