Alleged Mexican Activist Marisela Escobedo Ortiz's Killer Evades Justice

The Escobedo Ortiz family living in El Paso continue to claim that Marisela Escobedo Ortiz was fatally shot by Andy Alonso Barraza Bocanegra, a U.S. citizen living in Texas, who has evaded justice in Mexico.

El Paso, Texas - Today, the family of Marisela Escobedo Ortiz, an activist who was gunned down on December 2010 by a killer in Chihuahua's capital while seeking justice for her murdered daughter continue to allege that the murder suspect was Andy Alonso Barraza Bocanegra, 23. The Escobedo family announced on Tuesday that their case to seek justice for Marisela and to bring her killer Andy Alonso Barraza Bocanegra to justice will now request for the InterAmerican Commission for Human Rights to investigate her homicide in Chihuahua, since the State of Chihuahua has failed to do so. José Enriquez Jiménez Zavala who the authorities from the state of Chihuahua claimed to have killed Marisela falsely claimed that he died of a heart attack in prison, but it was learned that Zavala was actually strangled to death instead, according to Luz Estela Cruz Rodríguez, the Escobedo legal advisor and director for the Womens Human Rights Center, the El Estado Daily in Chihuahua reported on Tuesday.
Andy Alonso, a U.S. citizen remains free and is living in Texas. He is the younger brother of deceased Sergio Rafael Barraza Bocanegra, 26, a Zeta leader who also evaded justice for killing Marisela's daughter and burning her body, according to his confession. Sergio was set free after he was arrested for her murder by a three panel of judges. The judges were later fired for their unjust decision and Sergio in absentia was found guilty and sentence to 50 years in prison for the Rubí Marisol Fraire Escobedo, 16, murder. She was murdered by Sergio on August 2008.
Sergio, originally from Cuidad Juarez, Chihuahua later died in the municipality of Pánfilo Natera near the city of Zacatecas on November 16, 2012 in a confrontation with the Mexican military, according to Arturo Nahle García, the state Attorney General of Zacatecas.
José Enriquez Jiménez Zavala, 29, aka, "El Wicked" was arrested on October 4, 2012 in the city of Chihuahua for the December 16, 2010 homicide of activist Marisela Escobedo Ortiz in front of the state goverment building. Marisela spend weeks outside the government building in an attempt to bring justice for her daughter Rubí Marisol, who was murdered by her boyfriend Sergio Rafael Barraza Bocanegra who remained a fugitive at the time.
Zavala died in a Chihuahua prison on December 30, 2014, but Marisela's family alleged that he was not the killer of the activist. They dispute the State of Chihuahua's claim that Zavala was Marisela's killer.
Ricardo Escobedo, a witness to his sister's murder told family members that Zavala was not the murder suspect, but that Andy Alonso Barraza Bocanegra, Sergio's younger brother had killed Marisela Escobedo Ortiz, according to Juan Faire Escobedo, Ricardo's nephew. 
Andy Alonso had been arrested in El Paso, Texas on January 2012 and convicted for making terrorist threats and spent 90 days in jail. A complaint was filed on September 13, 2010 in Cuidad Juarez against Andy Alonso claiming that on September 9, 2010, he was trying to locate Marisela. The next day, Marisela received a call from a friend who told her that Andy Alonso was looking for her and that he had showed her friend Karina a gun, according to Miguel Angel Vargas Rodríguez, the filing Public Ministry Agent.
On January 20, 2012, Ricardo Escobedo, Carlos Spector, Ricardo's  attorney and Juan Fraire met in El Paso with César Augusto Peniche, from the State of Chihuahua Justice Department based in Cuidad Juarez, David Mendoza, a federal Mexican Ministry agent and Mexican prosecutors Ruben Ramírez and Rosa María Sandoval. The Escobedo's along with Spector told Peniche, Mendoza, Ramírez and Sandoval that Andy Alonso Barraza Bocanegra was the alleged killer of Marisela, according to a Proceso news report.
According to the Mexican government, they haven't located Andy Alonso for the murder of Marisela. But the government hasn't even filed a criminal warrant against Andy Alonso or have requested an order for the U.S. to arrest him and extradite him to Mexico for Marisela's homicide.
