Kidnapped 22-year-old Woman With Down Syndrome Rescued By Milwaukee Police

Stepfather of missing Down Syndrome woman arrested after short pursuit by police in Milwaukee's south side.

Milwaukee, WI - On Thursday, Milwaukee police after a short pursuit around 7:56 p.m. from the 2700 block of W. Pierce St. to S. 39th St. along Pierce ended with the arrest of Tonnie J. Tolliver, 44, an alleged kidnapping suspect. Tolliver was wanted for kidnapping his stepdaughter, Kiara S. Freeman, 22, a Down Syndrome woman who went missing on Tuesday from her mother's resident at the 8200 block of W. Capitol Dr.
The suspect eluded police at the Mitchell Park Domes and began to drive recklessly over several concrete street dividers and breaking off parts of his vehicle's fender light fixtures. He then crashed into a police squad car on S. 39th St. 
Tolliver was taken into custody and Freeman was transported to a nearby hospital for a medical checkup and treatment.
No police officers were reported injured, according to the Milwaukee police Facebook page.
